This is the huge new pachinko parlor. They have been advertizing a lot in Fukuoka city, and from the license plates it appears that the ads are effective.
They are still working on various sections of Naka River. Here they are lining the banks with concrete slabs, so that high water will not wash away the banks.
I couldn't tell whether this was a flood and fire warning siren or some sort of electro-magnetic wave repeater.
